Nuisance and Liability
There’s a car alarm going off outside. A relatively minor nuisance in the global scheme of things, but so totally futile.
I’d like to see the owners of this kind of nuisance made financially liable for it: say, a standard £25 I could claim against them. Automatic, no-hassle claim, backed by far bigger penalties (and enforcement costs) against an owner who makes trouble. In a populated area with lots of people affected, that could get expensive, and a real incentive to shut the bloody thing up!
Let the owners claim it on their insurance (unless a policy explicitly excludes it), and shift the burden to an industry with real clout, and something will be done about it. When insurers insist on standards for alarms and prefer no alarm over a defective alarm, then finally we can have peace.
